Rules for the behavior of spectators and ensuring their safety at
the stadium during football matches
Spectator rights
When visiting the stadium at the time of official sports competitions, spectators have the right to:
- count on respectful attitude and full enjoyment of rights by the organizers, participants of the event, representatives of security structures, as well as persons who own sports facilities;
- get access to complete reliable information about the conditions for holding events and the procedure for being at the stadium (prohibitions/restrictions);
- receive medical assistance if necessary, in accordance with the law;
- to freely pass to the venue of the competition in order to watch the match (provided that there is an entrance ticket or a seasonal pass);
- remain at the stadium from the beginning to the end of the sporting event;
- use the full range of services provided at the stadium by the competition organizers;
- pass after presenting a ticket to the place indicated in it (the place must comply with sanitary standards and provide a view, according to the situation in the stands);
- bring food and non-alcoholic beverages (in plastic or paper containers) to the spectator seat, which were purchased at special points of sale at the stadium;
- carry personal belongings and support equipment that are allowed to be carried by the rules of the stadium;
- support the players while standing, if none of the nearby spectators object;
- use the toilets for free;
- if necessary, count on the assistance of the controllers, volunteers, stewards and other persons involved in the organization of the event.
Spectators duties
When entering the stadium at the time of official sports competitions, each spectator must:
- show the entrance ticket or the seasonal pass to the controllers and go to the seat indicated in it;
- not interfere with the mandatory inspection of personal belongings for compliance with the positions allowed by the rules;
- respect public order and follow the rules of conduct established at the stadium during a sporting event;
- show respect for other fans, organizers and participants of the competition, as well as persons involved in the protection, control and provision of services at the stadium;
- urgently inform representatives of the security and control services about the detection of suspicious objects, sources of fire or the appearance of smoke, medical emergency;
- treat the stadium property with care, keep it clean, and not cause property damage to other fans, participants and organizers of events;
- to fully follow the rules established at the stadium by the organizers;
- in an emergency (emergency evacuation), act without panic in accordance with the instructions of the security services, adhere to the evacuation plan and fire safety rules.
What is strictly prohibited at the stadium
Spectators entering the stadium to watch official sports competitions are not allowed to:
- enter the stadium under the influence of alcohol or drugs;
- perform actions that pose a threat to their own life and health, as well as endanger other spectators, competitors and organizers of the event;
- show aggression towards others, inflict insults (including the use of provocative banners, posters and other campaign materials, the content of which can be regarded as deliberately discrediting the honor, reputation, gender, race, nationality and religious beliefs of people);
- hinder personal identification by wearing masks and other means of disguise;
- be partially or completely naked, thereby violating generally accepted rules and moral norms;
- during the event, stay in places that do not correspond to the data indicated on the ticket, as well as not intended for spectators (VIP zones, places for media workers, technical rooms);
- block stairways, occupy areas intended for evacuation of people in case of emergency, prevent the free movement of other fans;
- paint and apply drawings on the stadium property objects (any buildings, structures, facilities), leave objects next to them that may be considered suspicious;
- come to the stadium with pets (birds, animals), with the exception of only guide dogs in muzzles with relevant supporting documents;
- organize illegal trade;
- bring items into the stadium that are prohibited by the rules.
Things that cannot be brought to the stadium
When entering the stadium at the time of sports competitions, it is strictly forbidden to carry and use:
- any weapon, sharp and cutting objects, toxic and radioactive substances, explosives;
- flammable compounds, pyrotechnics, anything that can cause a fire or smoke (gas canisters, rocket launchers, fireworks, etc.);
- spraying devices and mechanisms for scattering objects (for example, pneumatic crackers);
- any kind of dyes;
- alcohol, drugs, stimulants;
- soft drinks in glass, metal and plastic containers (if the volume exceeds 0.5 liters);
- propaganda materials aimed at promoting racism, extremism;
- any technical devices that may interfere with the event (sound amplifiers, radio stations, laser and lighting devices);
- large-sized objects that prevent other fans from freely viewing the competition.
Permitted support means
Support means, the use of which does not require prior approval from the organizers of a sporting event, must comply with a number of rules:
- the materials are not allowed to contain advertising, political and extremist slogans, offensive phrases, profanity;
- used support means should not be prohibited by the law of the Republic of Kazakhstan;
- words and phrases written in foreign languages must be translated into Kazakh or Russian (the translation must be certified by a notary or organizers of a sporting event);
- used support means must be placed in such a way that they do not interfere with the free viewing of the competition by surrounding fans.
List of permitted means
Items that can be brought into the stadium as support without prior approval from the organizers include:
- megaphones up to 200W (only in sectors of active support, one per sector);
- drums without a bottom or with a transparent bottom 60×40 cm;
- wind instruments (horns, pipes) up to 120 and 90dB accordingly;
- flags up to 2×1.5m;
- banners up to 2×1.5m;
- banner-panels and flag-panels of any size.
To bring into the stadium support means that do not meet the established standards, it has to be agreed on advance with the organizers of the event (no later than 2 days before the competition).
